International EU project funding

The European Commission offers numerous funding opportunities for cross-border research, development and innovation cooperation projects in the area of cyber security. The National Coordination Centre can help you with all questions related to open calls.

Horizon Europe is the EU’s largest research and innovation programme with a budget of EUR 95 billion for 2021–2027. It implements the EU’s strategic objectives, especially those related to digitalisation and the green transition. There are relevant funding opportunities available especially under the following clusters of Horizon Europe’s Pillar II: Global Challenges and European Industrial Competitiveness: 

  • Cluster 3. Civil Security for Society
  • Cluster 4. Digital, Industry and Space

The programme’s funding opportunities often require the establishment of a multinational project consortium. This means that the project to be funded must include organisations from several EU Member States, and, where possible, other cooperation countries. There is funding available for all types of organisations engaged in research, product development and innovation. Within individual projects, beneficiaries can include higher education institutions, research institutes, companies of all sizes, NGOs and public sector organisations. The total funding amounts typically range from EUR 3 to 5 million, but there are also smaller and larger amounts available from time to time. The Digital Europe Programme is a new EU funding programme focused on bringing digital technology to businesses, citizens and public administrations. The programme has a total budget of EUR 7.6 billion for 2021–2027.

The Digital Europe Programme supports projects in five key capacity areas: in supercomputing, artificial intelligence, cyber security, advanced digital skills, and ensuring a wide use of digital technologies across the economy and society. As is often the case with EU funding programmes, the Digital Europe Programme is implemented through work programmes. These include a dedicated Cybersecurity Work Programme.

Cyber security education, training and competence can be developed through cross-border international consortium projects with EU funding. Open calls suitable for the education and training sector can be found under several EU funding programmes, as the development of skills, competence, education and training can be naturally integrated into capacity reinforcement, deployment support and RDI operations alike.  When it comes to developing competence, education and training, it is important to identify the intended target groups, meaning whether you are focusing on higher education, upper secondary vocational education and training, basic education or informal learning outside of education and training organisations, for example.

The criteria for funding vary between funding programmes and individual open calls, but in general, international consortium projects require at least three participating organisations from three different EU Member States. 
 

Development of education, training and competence under the Digital Europe Programme

The Digital Europe Programme (DEP) supports digital capacity building. In terms of the development of education, training and competence, the programme supports especially the development of advanced digital skills in e.g. the following key areas: data and AI, cyber security, quantum computing and high-performance computing. In addition to this, the programme supports the lifelong learning and training of the existing workforce through flexible learning opportunities. 

There is a severe shortage of cyber security professionals in both Finland and Europe. One of the measures intended to address this shortage and support competitiveness, resilience and growth has been the establishment of the Europe-wide Cybersecurity Skills Academy, the aim of which is to aggregate information on cyber security training and available EU funding opportunities, consolidate cooperation with stakeholders and collect data on the needs and skills of the workforce.

Erasmus+ is the EU’s funding programme for supporting the development of education, training, youth and sport. The programme is divided into three key actions (KA), of which Key Action 2: “Cooperation among organisations and institutions” offers opportunities to develop the quality and digitalisation of education and training through international cooperation projects. 

Under the Key Action 2, there are numerous different project consortium opportunities for e.g. development cooperation between companies and educational institutions and the renewal of the quality of education, education systems, innovation activities and the education sector. The programme’s individual open calls are administered by either the Finnish National Agency for Education or the European Education and Culture Executive Agency (EACEA) in Brussels.
