The registration service is being developed. We will publish more detailed instructions and a link to the service on this page when registration opens.
Who needs to register?
A wallet-relying party is, for example, a company or public authority that uses a digital wallet to identify a customer or verify information the customer presents from their wallet. This information may include, for example, age or professional qualifications.
If your organisation intends to use a European Digital Identity Wallet to provide public or private services, it must register as a wallet-relying party in the state where it is established. In Finland, wallet-relying parties are registered in the register maintained by Traficom.
What is the register of wallet-relying parties used for?
When registering, you provide your organisation’s details, the purposes for which it intends to use the digital wallet and the data it intends to request from wallet users.
The register helps make the use of digital wallets transparent. We publish basic information about wallet-relying parties registered in Finland in an online service maintained by Traficom. Anyone can use this information to verify that a wallet-relying party’s registration is valid and find out what data it has declared that it intends to request.
How to prepare for registration
- Step 1
Check that existing information is up to date and complete
The wallet-relying party’s basic information is checked before registration. Make sure that the register information in the Business Information System (YTJ) is complete and up to date. Conflicting information may prevent registration.
Information that can be checked electronically in an official register does not need to be supported by documentary evidence when registering as a wallet-relying party.
- Step 2
Identify the intended uses of the digital wallet and the data required
Prepare at least the following information for registration:
- your organisation’s name, identification details and contact details
- a description of the services in which your organisation uses the digital wallet
- the data your organisation intends to request from wallet users
- a description, for each intended use, of how the requested data will be used.
Determine what data to request based on the needs of the service. Registration does not replace the obligation to comply with data protection legislation.
- Step 3
Make sure you have the mandate required for registration
Complete the registration application in the online service.
If you act on behalf of your organisation using a Suomi.fi mandate, you need the mandate 'Registration of a relying party for a digital wallet' to submit a new application for registration or a certificate. Before submitting the application, make sure your organisation has granted you this mandate. - Step 4
Submit the information in the registration service
When the service opens, complete the registration form and submit the required information and attachments in accordance with the instructions on the form. We will process your application and request further information if necessary. You can register the services you provide and their intended uses only after your registration has been approved.
Suomi.fi mandates used for register matters
Changes to register information and suspension of registration
Keep your organisation’s register information up to date. Also report changes to the intended uses of the digital wallet or to the data requested from users.
You can also request the suspension of a valid registration. If you use a Suomi.fi mandate, you can also request suspension with the mandate 'Preparation and maintenance of relying party registrations for a digital wallet'.
Traficom’s role concerning the register of wallet-relying parties
The Finnish Transport and Communications Agency Traficom maintains the national register of wallet-relying parties and acts as its registrar. We process registration applications and make information about registered wallet-relying parties publicly available.
We supervise the activities of wallet-relying parties and may suspend or cancel a valid registration where necessary. We ensure that certificates enable the digital wallet to identify the wallet-relying party and verify the authenticity of the information.
